Hostigamiento a un juez italiano y a su familia en El Aaiun, Sáhara Occidental, por las autoridades marroquíes

El 3 de agosto de 2007 la policía marroquí paró al juez italiano, Nicolas Quatrano, de 55 años, que habían alquilado un bungalow junto con su familia en la playa Fum Eluad, a 25 kilómetros al oeste de El Aaiun, Sáhara Occidental.
El juez fue parado por la policía en un control, aproximadamente a 8 kilómetros de El Aaiun, y su coche "Dacia Logan" fue confiscado. El coche había sido alquilado en una agencia en Agadir, sur de Marruecos de manera totalmente legal.
El juez, Nicolas Quatrano, su esposa, Annamaria, sus dos hijos, Valerio y Daniele, y una amiga de familia, Giulia Lippi, fueron dejados abandonados en el control.
Desde ese momento, el juez italiano, Nicolas Quatrano todavía busca su coche y esclarecer los motivos de este trato por parte de la policía marroquí. Hasta ahora, y a pesar de la intervención de la embajada italiana en Rabat, y sus frecuentes visitas al centro principal de policía en El Aaiun, aún no ha podido recuperar su coche y sus documentos.
En el camino de Agadir a El Aaiun, aproximadamente a 650 kilómetros no habían tenido ningún problema con sus documentos en ningún punto de control.
La secretaría de CODESA teme que la verdadera razón tras este hostigamiento sea su presencia en el juicio a los estudiantes saharauis en Marrakech, Marruecos, el 2 de agosto de 2007, y su interés por las violaciones de derechos humanos cometidas por las autoridades marroquíes en el Sáhara Occidental.
El CODESA también notifica que esta no es la primera vez que las autoridades marroquíes maltratan a visitantes europeos en el Sáhara Occidental, como ha ocurrido con delegaciones, activistas de derechos humanos, periodistas, etc.
El 4 de julio de 2005, la policía marroquí forzó al presidente de la Fundación noruega para los erechos humanos Rafto y al portavoz del Comité de Apoyo noruego para el Sáhara Occidental y otros miembros de sindicatos a abandonar el Sáhara Occidental.
El señor Nicolas Quatrano nació en 1952, y es juez en Nápoles, Italia.

The harassment of an Italian judge in company with his family in El Aaiun, Western Sahara by the Moroccan authorities.
On August 3, 2007, at about 20:30 the Moroccan police stopped the Italian judge, Nicolas Quatrano, 55 years old, who had rented a bungalow for his family in Foum Eloued beach, 25 kilometers west of El Aaiun, Western Sahara. The judge was stopped by the police in a check-point, about 8 kilometers far from El Aaiun, where his car "Dacia Logan" was confiscated. The car had been rented from an agency in Agadir, south of Morocco in a legal way. The judge, Nicolas Quatrano, his wife, Annamaria, his two sons, Valerio and Daniele, and the family friend, Giulia Lippi, were all left in the check-point in complete fear and anger. Since the confiscation of his car, the Italian judge, Nicolas Quatrano is still looking for his car and for logical reasons for this treatment. Up to now, and despite the intervention of the Italian embassy in Rabat, and his frequent go and come to the principal police center in El Aaiun, he could not yet get his car and its documents.In a telephone call with the CODESA, Mr. Nicolas Quatrano expressed his astonishment to the way the Moroccan police are treating him. He is also unconvinced by the evidence they give concerning the confiscation of his car and the documents. On the way from Agadir to El Aaiun, about 650 kilometers no single checkpoint mentioned the illegality of these papers. The CODESA secretariat fears that the real reason behind this harassment is his attendance to the trial of the Sahrawi students in Marrakech, Morocco on August 02, 2007, and his interest in the violations of human rights perpetrated by the Moroccan authorities in the Western Sahara. The CODESA also notifies that this is not the first time the Moroccan authorities ill-treats European visitors to the Western Sahara, delegations, human rights activists, journalists, etc. On July 04, 2005, the Moroccan police forced the president of the Norwegian Rafto Foundation for human rights and the spokesman of the Norwegian Support Committee for the Western Sahara and other trade union members to leave the Western Sahara towards their countries.Mr. Nicolas Quatrano was born in 1952, an is still practicing his job as a judge in Napoli, Italy.
