Nouvelles persécutions contre le citoyen sahraoui Mr. Hassanna DOUIHI
Mr. Hassana DOUIHI, à qui la police marocaine avait confisqué sa voiture et ses papiers, le vendredi 03 août 2007, a une fois encore fait l’objet de nouvelles persécutions. Ainsi, Mr. DOUIHI est allé lundi 06 août 2007 déposé une plainte auprès du procureur général près la cour de deuxième degré pour réclamer l’ouverture d’une enquête sur la confiscation de sa voiture et ses papiers. Mais ce dernier a refusé de recevoir la plainte de Mr. DOUIHI sous prétexte qu’elle doit être adressée au procureur du roi près la cour de première instance. Mr. DOUIHI est alors allé, aujourd’hui mercredi 08 août 2007 déposer sa plainte au près du procureur du roi près la cour de première instance à El-Ayoune. Mais ce dernier a également refusé de recevoir la plainte sous prétexte qu’elle doit être adressée au chef de la police judicaire à El-Ayoune.
Cependant, quand Mr. DOUIHI est allé au commissariat de police pour réclamer sa voiture, il a été surpris d’apprendre que le procureur du roi, qui refusait de recevoir sa plainte, a écrit au chef de la police au sujet de la plainte. Ce dernier a répondu que la voiture de Mr. DOUIHI avait été confisquée parce que ce dernier est accusé d’atteinte à l’intégrité territoriale du Maroc. Le chef de la police a considéré que Mr. DOUIHI a atteint à l’intégrité territorial parce qu’il avait accompagné le juge Italien, Mr. QUATRANO, au tribunal d’El-Ayoune. Ainsi, il suffit d’accompagner un étranger à El-Ayoune pour être accusé d’atteinte à l’intégrité territorial du royaume du Maroc.
Plus tard la voiture confisquée a été rendue à son propriétaire qui a été surpris de trouver ses papiers dans la boîte à gants alors qu’il les avait donné au policier qu’il avait arrêté le 03 août dernier.

New persecutions against the Sahrawi citizen, Mr. Hassanna DOUIHI
Mr. Hassana DOUIHI, to whom the Moroccan police had confiscated his car and papers, on Friday August 3, 2007, was once again subjected to new persecutions. Thus, Mr. DOUIHI went Monday August 6, 2007 to deposit a complaint in front of the prosecutor general near the court of second degree to claim an investigation on the confiscation of his car and his papers. But the latter refused to receive the complaint of Mr. DOUIHI under pretext that it must be addressed to the prosecutor of the king near the court of first authority. Mr. DOUIHI then went, today Wednesday August 8, 2007 to deposit his complaint in front of the prosecutor of the king near the court of first authority in El-Ayoune. But the letter also refused to receive the complaint under pretext that it must be addressed to the chief of the judicial police in El-Ayoune.
However, when Mr. DOUIHI went to the police station to claim his car, he was surprised to learn that the prosecutor of the king, who refused to receive his complaint, wrote to the chief of the police force about the complaint. The letter answered that the car of Mr. DOUIHI had been confiscated because he is charged of attack to the territorial integrity of Morocco. The chief of the police force considered that Mr. DOUIHI has attcked the territorial integrity because he had accompanied the Italian judge, Mr. QUATRANO, to the court of El-Ayoune. Thus, it is enough to accompany a foreigner in El-Ayoune to be charged of attack to the territorial integrity of the kingdom of Morocco.
Later the confiscated car was returned to its owner who was surprised to find his papers in the gloves box whereas he had given them to the police officer who had arrested his last on August 3.
