Arrestation et torture de Mr. Mohamed TAHLIL, président du comité local de la section de l’ASVDH à Boujdour
Mr. Mohamed TAHLIL, président du Comité local de la section de l’ASVDH à Boujdour, a été victime de torture sauvage, hier mardi 17 avril 2007, vers 9h du matin, à Elaayoune. Mr. TAHLIL, qui envisageait assister au procès des détenus politique sahraouis, qui a eu lieu hier, a été arrêté, à un point de control, à l’entrée de la ville d’Elaayoune, par un groupe d’agent de police marocain, dont, Mr. Aziz (surnommé Touhima, officier de la police judicaire) et Mr. ELKAMOURI (officier de la police judicaire).
Mr. TAHLIL a été conduit au centre de la police judicaire, situé à l’Ave 24 février, où il est détenu jusqu’à 20h du même jour. Il a été conduit ensuite vers une destination inconnue, puisque Mr. TAHLIL avait les yeux bandés, où il subit des formes horribles de torture. Mr. TAHLIL qui avait les yeux bandés et les mains menottés, a été dévêtu et soumis au tabassage sur toutes les parties de son corps. Ensuite ses tortionnaires ont versé sur lui de l’eau froide avant de recommencer le tabassage.
Vers 23h du même jour, Mr. TAHLIL a été reconduit par ses tortionnaires au quartier Erraha, à l’est de la ville d’Elaayoune, où il a été délaissé dans un état lamentable. Mr. TAHLIL se trouve actuellement dans un état critique souffrant de douleurs aigues sur toutes les parties de son corps et a des difficultés à marcher.
Mr. TAHLIL a également confirmé avoir été menacé de torture au moment de son arrestations par les deux responsables sécuritaire indiqués plus haut, de même qu’il a fait, dernièrement, l’objet de plusieurs intimidations lors de ses déplacements. Ses responsables sécuritaires ont aussi pris trois téléphones mobiles qu’ils ont trouvés sur Mr. TAHLIL.
Nous rappelons que Mr. TAHLIL avait été arrêté le 13 août 2005, condamné à 3 ans de prison ferme, cette peine qui avait été confirmé en appel le 25 janvier 2006, et libéré le 22 avril 2006. Il a également été détenus, torturé et abandonné dans le désert, à 50 kms de la ville de Boujdour, le 30 avril 2006. Le 11 août 2006, les autorités marocaines, à Boujdoour, avaient refusé de lui octroyer son passeport. Le 11 octobre 2006, Mr. TAHLIL a été retenu et interrogé durant 4 heures à la frontière mauritanienne lors de son retour de Nouadhibou, puis arrêté une deuxième fois à 40 km de Dakhla. Il a été retenu au commissariat de police durant 24 heures, insulté et battu. Ses affaires personnelles, inclus un téléphone portable et 2000 dirhams ont été confisqués.

Arrest and torture of Mr. Mohamed TAHLIL, president of the local committee of the section of the ASVDH in Boujdour
Mr. Mohamed TAHLIL, president of the local Committee of the section of the ASVDH in Boujdour, was victim of savage torture, yesterday Tuesday April 17, 2007, towards 9h morning, in Elaayoune. Mr. TAHLIL, who planned to attend the lawsuit of the Sahrawi political prisoners, which took place yesterday, was arrested, at a point of control, at the entry of Elaayoune, by a group of Moroccan policeman, among them, Mr. Aziz (called Touhima, senior police officer) and Mr. ELKAMOURI (senior police officer).
Mr. TAHLIL was led to the judicial police station, located at the Ave February 24, where he was held until 20h of the same day. He was led then towards an unknown destination, since Mr. TAHLIL had his eyes bandaged, where he underwent horrible forms of torture. Mr. TAHLIL who had his eyes bandaged and the hands attached, was undressed and subjected to savage beating on all the parts of his body. Then his torturers poured on him cold water before starting again beating him.
Towards 23h of the same day, Mr. TAHLIL was taken back by his torturers to the Erraha district, in the east of the town of Elaayoune, where he was abandoned in a lamentable state. Mr. TAHLIL is currently in a critical state suffering of acute pains on all the parts of his body and has difficulties to walk.
Mr. TAHLIL also confirmed to be threatened of torture at the time of his arrest by the two policemen officers indicated higher, just as he was, lately, subjected to several intimidations during his displacements. Those policemen officers took his three mobile phones they found on Mr. TAHLIL.
We point out that Mr. TAHLIL had been arrested on August 13, 2005, condemned to 3 years of prison, this sentence had been confirmed in appeal on January 25, 2006, and he had been released on April 22, 2006. He was also arrested, tortured and abandoned in the desert, 50 kms far from the town of Boujdour, on April 30, 2006. On August 11, 2006, the Moroccan authorities, in Boujdoour, had refused to grant him his passport. On October 11, 2006, Mr. TAHLIL was arrested and questioned during 4 hours at the Mauritanian border at the time of his return of Nouadhibou, then arrested a second time at 40 km far from Dakhla. He was detained in the station police during 24 hours, and was insulted and beaten. His personal affairs included a mobile phone and 2000 dirhams were confiscated.
